The custom diamond painting ($34.95) was set up in Instant Art Kit to generate print files, so you pay the $1.15 Starter-plan fee for that item, regardless of its price — lower on Growth, Scale, and Pro. The other three products (standard kits and accessories) are not configured in Instant Art Kit, so they have no fees.
